In April 2025, the Pennsylvania State Police, responding to a certified letter from PARSOL, informed us that they have (finally) implemented a telephone registration system.
Here’s what we know:
- Individuals required to register under Tiers II (twice a year) and III (quarterly) must appear in person at least once a year to have their photograph taken. After this, they can appear in person or use the telephone system during their regular registration period if they are only verifying their registered information and adding, deleting, or changing information. (Individuals under Tier I only appear once annually for a regular appointment so they cannot
- The telephone verification system may only be used if the person required to register has (a) been in compliance with registration requirements for three years and (b) has not been convicted of an offense punishable by imprisonment of more than one year in Pennsylvania or anywhere else.
Here’s what we are continuing to press for information about:
Please note that we do not have any official responses about these questions and you should not assume anything about the below one way or another. Always opt to complete the most restrictive, strict rules to be safe.
- Transient individuals are required to register monthly. Does the telephonic system mean they can appear in person once and then telephone monthly if their information remains unchanged?
- Section 9799.25(a.1)(2) of the PA Code states that the period for telephone registration is “within three days of the specified date.” However, it also states that if appearing in person, a registrant must do so “within ten days before the specified date.” Does this mean a registrant is not in violation of the law if their registration is up to three days after the specified date?
- When will the PSP registration reminder letters be updated with the telephonic verification information and FAQ?
- When will the Megan’s Law website be updated with the telephonic verification information and FAQ?
- Is there a plan to allow individuals to verify information via web form, similar to Subchapter I? Would that require an act of the legislature?
- How can individuals who register via phone receive a confirmation of their registration?
If you do utilize the telephonic registration system, PARSOL strongly suggests you follow these best practices:
- Keep a log and telephone screen shots of your call history from registering. You can also use our form below and a copy of the log will be emailed to you.
- Record the date, exact time, and location you called the telephone verification number (855-791-1990) in a safe place.
- Specifically, ask the person you speak with at the Megan’s Law office, “Can you please confirm that this is all I need to do to register until my next required registration period and that I do not need to appear in person?”
- If they say yes, ask for their name and/or identification number. Be sure to thank them for their time and tell them you appreciate not having to appear in person, thanks to the telephone system. (If they say they don’t know, please ask to speak to the Megan’s Law Unit Commander to clarify.)
- If you are under the supervision of parole or probation, provide a copy of all of this information to your supervising officer at your next check-in.
- Write to us at contact@parsol.org and let us know of your experience, or use the form below to do so.
PARSOL is cautiously optimistic about this progress. We thank those individuals who made (and/or continue to make) financial contributions to PARSOL to support our advocacy efforts on behalf of the Pennsylvanians required to register, their families, and their communities.
